MIRA Dissolution Authority Property and Facilities
Part of the new mission of the MIRA Dissolution Authority is to wind down the Authority’s operations and activities in an orderly and responsible manner that may include, but is not limited to, the marketing and sale of the Authority’s surplus real and personal property. Resource Recovery Facility (Hartford – South Meadows)
Future Redevelopment at the South Meadows site will be assessed by the Authority, and through its engagement of representatives of the City of Hartford and other stakeholders, as mandated under Public Act 23-170. In addition to the South Meadows site, its Resource Recovery Facility closed with a surplus of inventory, spare parts and installed machinery, tools and equipment available for purchase, recycling or scrap.

Jet Turbine Facility (Hartford South Meadows)

Recycling Facility (211 Murphy Road Hartford)
The Recycling Facility sits on approximately a 9-acre site which also includes an operating rail spur, a scale house and two 70-foot platform truck scales. The Recycling Facility is a 64,800 square foot building that includes approximately 1,500 square feet for a locker room/lunch room area and an office area. An attached building (not included in the 64,800 square feet) includes additional administrative office space and an inactive former recycling museum.
The Recycling Facility was developed in 1991 and began operations in 1992 as an intermediate processing center for recyclable bottles & cans. The Recycling Facility was upgraded in 2006 to incorporate dual stream paper and bottles & cans. Single-stream processing equipment was added in 2008.
Existing single stream equipment at the Recycling Facility overlays prior dual-stream processing equipment. As such, there are two input points for material to enter into the sorting line. The primary input has been used for single stream deliveries (commingled paper, cardboard, comingled glass, metal and plastic delivered all in one load) as well as any separate deliveries of paper or cardboard. There is also a bypass input which can accommodate the delivery of clean dual-stream bottles and cans (commingled glass, metal and plastic containers delivered separately from paper and cardboard).
Processing operations at the facility ceased in May 2021 following selection of a proposal to conduct recycling transfer operations at the facility in lieu of a proposed facility redevelopment. The facility then ran as a transfer operation and has now been vacated by the transfer operator effective July 1, 2023. The facility was fully functional when processing operations ceased and the Authority maintains the necessary operating permits issued by the Connecticut Department of Energy and Environmental Protection.

Warehouse Facility (171 Murphy Road Hartford)
The Warehouse at 171 Murphy Road is also known as the Collins Building. This facility comprises two adjacent subdivided parcels totaling 1.77 acres. The warehouse is a single story masonry building with steel infrastructure totaling 19,200 square feet of gross floor area which includes 2,775 square feet of office area. There is a covered loading platform with a single loading bay; as well as separate loading bays at truck tailgate and site grade levels. Ceiling clearances are approximately 16 feet in warehouse area.

Ellington Transfer Station (217 Sadds Mill Road Ellington)

Ellington Landfill (217 Sadds Mill Road Ellington)
Approximately a 126 acre landfill located in Ellington CT including land held for plume control and areas used for the Ellington Transfer Station. The landfill has been properly closed pursuant to applicable federal, state and local regulations including placement of final fill cover. All “Closure Obligations” have been met. In addition, pursuant to the State of Connecticut’s Public Act 13-247 and Section 99 of Public Act 13-184, the MIRA transferred $35.8 million in long term maintenance and monitoring functions (“Post Closure Care Obligations) for all of its landfills to the State’s Department of Energy and Environmental Protection (DEEP) and concurrently transferred $31.0 million of its landfill reserve accounts and trust funds to the State.
Shelton Landfill (866 River Road Shelton)
Approximately a 116 acre landfill located in Shelton CT including land held for plume control, areas used for the Shelton Transfer Station (leased to and operated by the City of Shelton) and areas used for a golf center (leased to and operated by a private entity). The landfill has been properly closed pursuant to applicable federal, state and local regulations including placement of final fill cover. All “Closure Obligations” have been met. In addition, pursuant to the State of Connecticut’s Public Act 13-247 and Section 99 of Public Act 13-184, MIRA transferred $35.8 million in long term maintenance and monitoring functions (“Post Closure Care Obligations) for all of its landfills to the State’s Department of Energy and Environmental Protection (DEEP) and concurrently transferred $31.0 million of its landfill reserve accounts and trust funds to the State.
Waterbury Landfill (109 Nichols Drive Waterbury)
Approximately a 17 acre landfill located in Waterbury CT including vacant adjacent property. The landfill has been properly closed pursuant to applicable federal, state and local regulations including placement of final fill cover. All “Closure Obligations” have been met. In addition, pursuant to the State of Connecticut’s Public Act 13-247 and Section 99 of Public Act 13-184, MIRA transferred $35.8 million in long term maintenance and monitoring functions (“Post Closure Care Obligations) for all of its landfills to the State’s Department of Energy and Environmental Protection (DEEP) and concurrently transferred $31.0 million of its landfill reserve accounts and trust funds to the State.
