The Authority has active Municipal Service Agreements with twenty – three Connecticut municipalities providing for the delivery of municipal solid waste and single stream recycling to its Torrington and Essex transfer stations.  Two forms of agreement are in place.

 

The Tier 1 Short Term Municipal Service Agreement Amendment

This Amendment was developed and offered to municipalities effective July 1, 2022 as part of the Authority’s closure of the Resource Recovery Facility in Hartford and its associated Request for Proposals process to transition to waste transfer operations.  This amendment imposed an increase to the tipping fee level at which municipalities could terminate the agreement in return for price support and surety.  This also provided enhanced security of demand for contractors to be engaged in providing transfer station operations, waste and recycling transportation, processing and disposal services needed to implement waste transfer operations.  This agreement is effective through June 30, 2027.

The Tier 1 Long Term Municipal Service Agreement

 

The Tier 1 Short Term Municipal Service Agreement Amendment was offered as an option to all municipalities then delivering to the Resource Recovery Facility in Hartford or its supporting transfer stations.  It was not mandatory.  At this time municipalities could either i) execute the Tier 1 Short Term Municipal Service Agreement Amendment and continue services with MIRA; ii) secure alternative waste management services and terminate their existing agreement with MIRA; or iii) continue services with MIRA under their existing Tier 1 Long Term Municipal Services Agreement (not amended). The existing Tier 1 Long Term Municipal Services Agreement is also effective through June 30, 2027 but has a much lower tipping fee level at which municipalities can annually terminate the agreement.

The following municipalities kept their existing Tier 1 Long Term Municipal Service Agreements with the Authority in place (not amended):
